The owners have been constructing significant cloud computing facilities for several years to support customers cloud storage needs.

Summary of the situation from a consultancy perspective:

During planning and development phases leading to occupation the site requirements where determined by Architects, refined by Consulting Engineers, developed further with Main Contractors and subsequently passed to Sub-Contractors. With marginal competition in infrastructure markets the level of costs became imbedded in the project.
